Unit of Environmental, Safety and Occupational Health (OSHE) UTM was established in June 2001 to meet the Occupational Safety and Health Act 1994 (Act 514), which was enacted on 25 February 1994.  The main objective of this act is to foster the commitment of employers and also employees upon occupational, safety and health.

Therefore , the enforcement of this act is one of the Government’s efforts to curb events accidents and occupational disease in the country is increasing over the last few years.  This act enacted is complement the law of Occupational, Safety and Health already existing, such as Factories and Machinery Act 1967 (Act 139) anf it has been enhance legal requirements relating to Occupational, Safety and Health by creating a system of enforcement based on combination of the provisions of the act, regulations and code of practice-industry, code of practice proivided through the cooperation of government, employers and workers.

In accordance with the provisions in this act, the primary rseponsibility to ensure the safety and health at workplace is located at those who work with the risks.  As such, the main groups in the workplace who have the duty of general under this act is the employer.  Those who self-employed  and employees as well as those who desig, manufacture import and supply of equipment and materials used in the workplace.

This act has outlined a number of steps to be taken by the employer, to the extent practicable, to protect Health, Safety and welfare of those who work with them.  Among them are hold and maintain plant and systems of work that are secure, organize measures to ensure the safety and health in the use, handling, storage and transportation of plants and materials, providing information, instruction, training and supervision necessary to ensure the safety and health  its mployees, ensure the work promises, as well as the entrance and it is safe and without risk to the health of its employees, as well as to prepare and maintain a safe work environtment and healthy for its employees.

in addition to the gneral duties, the employer is also required to provide a written statement  about ‘the policies, organisation and order of stop to safeguard the safety and health at work  as well as required to disseminatethe policies the employees.  A part from the occupational Safety and Health Act 1994 (Act 514)  and Factories and Machinery  Act 1967 (Act 139), other acts related to the duties an responsibilities of the environmental unit, Occupational Health Safety (OSHE) is the environment Act 1974 (Act 127), the fire services Act 1988 (Act 3410, Poison Act 1952 (Act 366), the electricity supply Act 1990 (Act 447) and other.
